The US Department of State has listed 19 HBCUs as Fulbright HBCU Institutional Leaders for the Fulbright Programme for the 2023/2024 academic year. This initiative marks Fulbright’s commitment to HBCUs and encourages administrators, faculty, and students to engage with the US government’s flagship international academic exchange programme, which collaborates with 160 other countries.

US Secretary of State Antony J. Blinken welcomed the move, stating, “This is a recognition of your institution’s commitment to advancing global participation and global education.”

The HBCU Institutional Leaders were unveiled on 10 September 2024, ahead of the Annual National HBCU Week Conference, which outlined concrete avenues for linking federal and private funding to the HBCU community.

Among the activities undertaken by North Carolina Central University, Huston-Tillotson University, and Howard University last year was the scholars-in-residence programme offered by Fulbright, which allows scholars to teach in a US campus for one or two semesters.

In the past academic year, Schneider’s visiting professors hailed from India, the Democratic Republic of the Congo, and Ghana, which are new partners for study abroad and virtual exchange programmes with US institutions, as well as for the integration of internationalisation into the curriculum.

Huston-Tillotson University in Austin, Texas, was paired with Professor Manoj Kapil, Dean of Engineering and Technology, Security, and Cryptography at Swami Vivekanand Subharti University in India.

Dr. Ben Vinson III, President of Howard University, echoed these sentiments, asserting, “Our Fulbrighters return to the Howard community with fresh insights, a deepened cultural understanding, and a broadened worldview, laying the foundation for their personal and professional growth.”

Other Fulbright programmes involving HBCUs include the Outreach Lecturing Fund, where scholars already in the US travel from one campus to another for short periods to engage in activities such as guest lectures, student mentoring, film festivals, and state fairs.

Last year, Marshall, Morgan State, Virginia State, and Xavier University of Louisiana received funding.
