Canada Announces Significant Reduction in Immigration Targets for 2025-27

The Canadian government has revealed a substantial reduction in its Immigration Levels Plan for 2025-27, cutting permanent resident targets by over 20% for 2025. The intake will decrease from 500,000 to 395,000 by 2025, representing a net reduction of 105,000.

Further cuts are planned, with targets of 390,000 in 2026 and 365,000 in 2027. This shift marks a dramatic U-turn from last year’s announcement to increase permanent resident numbers to 500,000. Immigration Minister Marc Miller emphasised the need to stabilise the immigration system and focus on those already residing in Canada to alleviate pressure on healthcare, housing, and immigration services.

Miller stated that the changes aim to address an estimated housing supply gap of 670,000 units by 2027, potentially negating the need for new construction. Notably, over 40% of new permanent residents will transition from temporary status within Canada, with a focus on economic class applicants representing more than 60% of total admissions by 2027.

However, stakeholders have raised concerns about the policy’s potential impact on students and international talent recruitment. Prime Minister Justin Trudeau pointed to the need for balance, criticising institutions that enrol more international students than communities can support. This announcement follows a series of policy changes aimed at reducing Canada’s temporary resident population and addressing labour market needs.
