Canada Imposes Cap on 2025 Study Permit Applications

Canada has announced a cap on the number of study permit applications that will be processed for the year 2025, limiting the total to 550,162 applications. This cap, which came into effect on January 22, 2025, will remain in place until the end of the year, as part of the Government of Canada’s immigration strategy.

The decision, communicated by Immigration, Refugees and Citizenship Canada, is intended to better align with the country’s broader immigration goals. Once the cap is reached, no further study permit applications will be accepted. This reduction follows a 35% cut in study permits issued in 2024, with a further 10% decrease planned for 2025.

However, certain applicants will be exempt from the cap. These include individuals involved in inland family sponsorship applications, those designated as protected persons, and applicants with a study permit exemption order or those who have applied for permanent residence. Additionally, students planning to study at federally administered Designated Learning Institutions (DLIs), exchange students, and those attending primary or secondary schools will not be subject to the cap. International students awarded scholarships by Global Affairs Canada or selected for the Francophone Minority Communities Student Pilot are also exempt.

In other related changes, international students transferring schools will now need to apply for a study permit extension. The new school must be on the Designated Learning Institution list, and students must submit supporting documents, including reasons for the transfer and proof of eligibility to study at the new DLI.

These measures highlight Canada’s evolving approach to immigration and international education, as the country seeks to manage the flow of study permits while ensuring that its immigration goals are met.
