ICOS Launches Election Manifesto to Improve International Student Rights in Ireland

The Irish Council for International Students (ICOS) has launched its General Election Manifesto 2024, advocating for better rights and improved experiences for international students in Ireland. In advance of the March 2025 election, ICOS urges political parties to adopt its proposals on housing, immigration, employment, and anti-racism measures.

Highlighting the €2 billion contribution of international students to Ireland’s economy, ICOS aims to address significant challenges these students face. The manifesto stresses the urgent need for more purpose-built student accommodation (PBSA) and a national strategy for affordable housing amidst the country’s severe student housing shortage. ICOS also calls for stronger tenant protections, following 2023 data showing that 67% of private rentals failed to meet minimum standards.

Following reports of “sex for rent” exploitation, with 5% of international students encountering such offers, ICOS demands immediate legislation to outlaw this practice. It also seeks to increase working hours for non-EEA students from 20 to 30 hours per week and to improve rights for those employed in gig economy roles, like food delivery.

Although recent updates to the immigration system, including a new website and online visa services, have been welcomed, ICOS calls for increased investment to allow non-EEA students in Cork and Limerick to complete their registration locally.

“International students are often overlooked, with no voting rights except in local elections,” said Brian Hearne, policy manager at ICOS. “We urge equal treatment for all residing in Ireland, regarding their economic, social, and human rights.”

The manifesto reflects growing interest in Ireland as a study destination amid tightening student restrictions in countries like Australia and Canada.
