IRCC Announces 2024 Study Permit Allocations
The Government of Canada is implementing a two-year cap on international student permits to address rapid growth and pressure on housing and services. Announced by Minister Marc Miller, the cap will limit new study permits to about 360,000 for 2024—a 35% decrease from 2023.
The cap is distributed among provinces and territories based on population, with more significant reductions in regions experiencing unsustainable growth. Current permit holders and those pursuing master’s, doctoral, or K-12 education are exempt.
Starting January 22, 2024, new study permit applications will require an verification letter from the respective province or territory. Provinces must establish a process for these letters by March 31, 2024.
Additionally, changes to the Post-Graduation Work Permit Program will take effect September 1, 2024. Students in curriculum licensing programs will not be eligible for post-graduation work permits, and master’s graduates will now qualify for a 3-year work permit. Open work permits will be restricted to spouses of master’s and doctoral students only.
These measures aim to ensure that international students receive adequate support and resources while stabilizing the student population and reducing pressure on Canadian services.
