The Canadian government, for instance, has provided a provision to international students studying in the country that having a study permit does not entitle them to permanent residency (PR) status. Therefore, they must work harder and wait longer to become Canadian citizens.

While the country has largely been unable to accommodate a record influx of international students, Canada’s Immigration, Refugees and Citizenship Minister Marc Miller, in an interview conducted with Bloomberg, was keen to specify that a study visa should not necessarily be considered a ticket to PR. He said, “It should not be that. People should come here for an education and to develop themselves, and then hopefully, they will take that development back to their own country.”

However, he agreed, “That has not always been the recent case.”

He also suggested that when addressing labour needs by offering a pathway for people to stay in Canada, they should consider that aspect as well. “The rationale for having an uncapped or uncontrolled draw from abroad is nonexistent,” Miller said.

While he also mentioned that Canada is now considered “less welcoming” than before and that study permits are less and moreover less seen as a cheap way to attain PR or entry into Canada.
