Foreign visitors who arrive in Canada on a visitor visa can no longer apply for a work permit while in the country. Introduced in August 2020, this policy aimed to offer crucial assistance to visitors, allowing them to stay safely in Canada and navigate the challenges of international border closures during the COVID-19 pandemic.

Previously, these individuals could not work for a new employer or apply for a work permit without first returning to their home country. The policy also allowed those who had held a work permit within the previous 12 months and had transitioned to visitor status to work legally in Canada while awaiting a decision on their new work permit.

Although the policy was originally set to expire on 28 February 2025, it has been terminated early. Immigration, Refugees, and Citizenship Canada (IRCC) has stated that this decision was made to manage the number of temporary residents and maintain the stability of the immigration system.

According to CIC News, authoritative sources claim that applications submitted under the policy before 28 August will still be considered for approval.

Why was this step taken?

Canada has indicated that part of this early rollback is due to reports that “some people were exploiting the policy and misleading foreign nationals into working in Canada without the appropriate permit.”
