Finland and India Nearing Landmark Mobility Agreement to Boost Skilled Migration

India and Finland are on track to finalise a landmark agreement that will ease mobility for students, entrepreneurs, researchers, and skilled professionals in high-demand sectors such as education, information technology, and healthcare.

According to Finnish ambassador to India, Kimmo Lähdevirta, the upcoming Memorandum of Understanding (MoU) on migration and mobility is expected to be signed within the year. “India is an important partner for Finland, and we are hopeful about concluding the agreement soon,” he told The PIE News.

The new agreement is set to replace the earlier declaration of intent signed in 2022. It promises a more robust framework to facilitate regular migration while supporting fair working conditions, mutual growth, and economic cooperation. The initiative aligns with Finland’s Talent Boost Program, which recognises India as a priority nation for education- and work-based immigration.

Currently, over 2,000 Indian students are enrolled in Finnish institutions, while more than 20,000 Indians live in Finland. Around 20 Indian companies also operate within the country. In turn, over 100 Finnish companies are active in India, highlighting deepening business and academic ties between the two nations.

Sectors like digitalisation and sustainability are seen as key areas for collaboration. “The goal is to build a two-way bridge that fosters innovation and mobility in both directions,” said Lähdevirta.

Finland, already regarded as one of the world’s happiest and most education-focused countries, aims to attract 15,000 new international students annually by 2030. India remains central to this vision, with long-term plans including teacher training, partnerships with IITs, and private collaborations such as with the Tata Group.

The announcement comes ahead of the World Circular Economy Forum in India in Autumn 2026, seen as a strategic moment to strengthen bilateral relations further, amid growing EU-India cooperation.
