US President Donald Trump has announced plans to allow 600,000 Chinese students to study in American universities, signalling a dramatic shift from his administration’s recent hard-line stance on international education.

Speaking at a cabinet meeting on 26 August, Trump described restrictions on student visas as “very insulting,” adding: “We’re honoured to have their students here… we check and we’re careful, and we see who’s there. We have a tremendous college system, that’s why they’re here.”

The remarks mark a notable reversal after months of policies that included revoking more than 6,000 visas, enforcing a travel ban on 12 countries, and targeting US institutions with alleged ties to China. Just last year, 277,000 Chinese students were enrolled in the US — far below the figure Trump now proposes.

The announcement comes as US higher education institutions face mounting financial pressures. International students contributed more than $50 billion to the US economy in 2023, with commerce secretary Howard Lutnick warning that around 15% of American colleges would run deficits without them.

Trump acknowledged this economic reality, remarking that without international enrolments, the US college system would “go to hell very quickly,” particularly among less prestigious institutions.

The shift has surprised many observers, given that earlier this year secretary of state Marco Rubio vowed to “aggressively revoke” Chinese student visas. The Chinese embassy previously condemned such measures as “politically motivated and discriminatory.”

However, analysts note that interest from China has been waning. Student numbers have been falling since their peak in 2019/20, with India overtaking China as the largest source of international students in the US in 2023. Rising visa challenges, affordability concerns, and shifting priorities among Chinese families have further compounded the decline.

Whether Trump’s promise to more than double Chinese student numbers materialises remains uncertain, but the comments reflect an acknowledgment of the pivotal role international education plays in sustaining US higher education and its wider economy.
