UK and Ukraine Deepen Education Ties Amid Ongoing Conflict

The United Kingdom and Ukraine have signed a new agreement to strengthen their education partnership, focusing on systemic reform, English language learning, and enhanced collaboration between schools and universities.

The deal, signed by British Council chief executive Scott McDonald and Ukraine’s Minister of Education and Science, Oksen Lisovyi, was formalised during the Education World Forum in London. It is part of the wider ‘UK-Ukraine 100 Year Partnership’ initiative and builds upon the long-standing cooperation between the British Council and Ukraine’s Ministry of Education and Science (MoES).

The agreement outlines three priority areas: developing English language skills, supporting school-level reform, and advancing higher education modernisation across Ukraine. Special attention will be given to teacher training, digital learning resources, and the creation of collaborative networks between educators in both countries.

Scott McDonald highlighted the urgency of the initiative, noting the devastating impact of Russia’s invasion on Ukraine’s education infrastructure. “The need to support Ukraine’s education sector is clear. The war has put the right to education of millions at stake,” he said.

The British Council has been active in Ukraine for over 30 years and has pledged to continue its support despite the ongoing challenges. The new memorandum also aims to promote mutual recognition of qualifications, helping to align Ukraine’s education standards with those of the UK.

Minister Lisovyi emphasised the broader significance of the partnership. “A strong education system is a point of connection for strategic partnership, cultural exchange, and building sustainable international ties,” he stated. “This memorandum marks a step toward a long-term partnership that brings real opportunities for Ukrainian teachers, students, and institutions.”

Colm McGivern, Director Ukraine at the British Council, affirmed the partnership’s on-the-ground impact. “The results will be felt in classrooms and lecture halls across Ukraine,” he said, noting the resilience of Ukrainian schools and universities in the face of ongoing conflict.

The agreement reflects a shared commitment to education as a foundation for democratic values and long-term international cooperation.
