Denmark’s Strategy to Boost Study Exchanges with Africa Amid Decline in International Students

The strategy aims to increase study exchange programmes, driven by the desire ‘to see more young African people come to study in Denmark for shorter or longer durations.’

It stated: “The Danish government and the EU should, therefore, pay more attention to exchange programmes so that more Africans can experience education in Denmark and Europe. This has the potential to significantly enhance relations between the respective countries.”

“Exchange and education programmes foster good relations between people. In Denmark, we have a strong tradition of active youth culture where young people are engaged.”

Denmark believes that strengthening relations with specific African nations will “support the EU in becoming a more effective and impactful actor in Africa while investing in tangible EU Global Gateways initiatives in several countries,” according to the strategy paper.

The document noted that it aims to reduce Russian and Chinese influence over certain African countries.

“Should African countries become more Western-oriented? Yes, it is stated in the strategy document. However, none of the authors can dictate how China, Russia, or other countries will act on the African continent. We can guide African countries towards a particular orientation, but we can only determine our own actions.”

According to the most recent findings, there were 25,366 international students enrolled in Denmark in 2023/24, with Germany being the leading country of origin. This represents a dramatic 14.6% decrease compared to the previous year.
