Even though the future of the federal government’s proposed cap remains uncertain, one Australian university has reportedly halted its recruitment of students for 2025 due to reaching saturation in enrolments.

A post shared on LinkedIn claims to provide agent partners of the Australian Catholic University (ACU) with updated information indicating that, because of the government’s National Planning Level (NPL), the university will not be offering places for the proposed capped courses in 2025.

The letter to agents states: “Unfortunately, due to the recent release of new policies, the NPL established by the Australian government, and the significant interest in ACU programmes, we have filled all our places for 2025. For non-exempt sales, we will also cease to enter into any offers or acceptances with a start date of 2025 or later, effective immediately.”

It further notes, “We understand that this situation is inconvenient for you and your students, and we would like to express our regret regarding the impact this may have. We look forward to the opportunity to do business with you in the future.”

According to the government’s International Student Profile, ACU has been allocated an indicative cap of 1,700 new overseas student commencements for 2025, representing an 8% increase over the 2023 levels.

While the federal government has yet to formalise a maximum limit on international students, with the relevant Bill currently in the Senate and the next public hearing scheduled for 2 October, the institution has adopted a proactive approach by suspending its recruitment for 2025.

However, applications for 2026 courses are still open, as indicated in the university’s communications. Students who choose not to defer to a non-exempt programme or to 2026 will receive a full refund for any fees paid to the LAE, provided they did not receive a Confirmation of Enrolment (COE).

Conversely, information on ACU’s official website states that applications for the academic year 2025 are still being accepted.
