Five Global Universities Set to Establish Campuses in India Under New UGC Regulations

In a landmark move for Indian higher education, five internationally acclaimed universities are preparing to launch campuses in India, leveraging the University Grants Commission’s (UGC) 2023 regulations. This initiative, aligned with India’s National Education Policy (NEP) 2020, aims to enhance the country’s academic landscape by bringing world-class institutions directly to Indian students.

The foreign universities set to open their Indian campuses between 2026 and 2027 include the Illinois Institute of Technology (USA), University of Liverpool (UK), Victoria University (Australia), Western Sydney University (Australia), and the Istituto Europeo di Design (Italy). These institutions are among the first to utilise the new UGC regulatory framework, which permits top-ranked global universities to operate fully autonomous campuses within India.

This follows the University of Southampton (UK) becoming the first foreign university to receive formal approval from the UGC in 2023, with its Gurugram campus scheduled to open in August 2025.

The Illinois Institute of Technology, based in Chicago, is set to be the first American university to establish a campus in India, focusing on engineering, science, and technology. The University of Liverpool, a prestigious Russell Group member, will offer courses in law, business, and health sciences. Australia’s Victoria University and Western Sydney University will provide practical education in business, IT, hospitality, and technology, with Western Sydney University already selecting Greater Noida for its campus.

Italy’s Istituto Europeo di Design will bring its renowned expertise in fashion, visual arts, and communication to Indian students, eliminating the need to travel abroad for a global design education.

This development promises significant benefits for Indian students, offering globally recognised degrees locally, reducing education costs, and providing international exposure through diverse teaching methods and global faculty.

The UGC’s 2023 guidelines grant these universities autonomy in curriculum design, admissions, and fee structures, ensuring international standards of education within India. This initiative is expected to transform India’s higher education sector by making top-tier global education more accessible.
