Kazakhstan Emerges as Global Education Hub with Surge in International Campuses

Kazakhstan is fast becoming a new hotspot for international higher education as universities from across the globe prepare to launch branch campuses in the country. The move comes amid record-breaking growth in international student numbers and the government’s ambitious push for transnational education.

According to the Kazakh Ministry of Science and Higher Education, institutions from Russia, the UK, Türkiye, South Korea, Germany, and Italy will soon establish campuses in Kazakhstan by 2025/26. These developments are part of the country’s strategic efforts to transform itself into a regional education hub.

Among the confirmed entrants are the Moscow State Institute of International Relations, Cardiff University and Coventry University from the UK, Gazi University from Türkiye, and Woosong University from South Korea, which will expand into Turkistan. Germany’s Anhalt University will open in Almaty, while Politecnica delle Marche from Italy is headed to Taldykorgan, and Dong Eui University will launch a campus in Kostanai.

Though exact programme details are still to be announced, the focus is expected to include international relations, business, engineering, computer science, healthcare, and design.

Kazakhstan already hosts branch campuses of 23 international universities and is now scaling up its transnational education (TNE) strategy. According to The PIE News, the government is offering generous incentives—including free land and tax benefits—to foreign universities establishing physical campuses.

“We consider our academic partners as strategic investors,” said Sayasat Nurbek, Kazakhstan’s minister for science and higher education.

The expansion coincides with a significant shift in student demographics. The number of international students in Kazakhstan hit 31,500 in 2024, with a national target of 100,000 by 2028. Notably, students from Asia have now outnumbered those from the Commonwealth of Independent States, driven by Kazakhstan’s proactive Study in Kazakhstan campaign.

The largest student groups now come from India, Russia, and China, reflecting the country’s rising reputation as a global education destination.
