Germany has announced a major step to support international education by introducing gratis visas, visas issued free of charge, for Indian students undertaking short-term academic programmes. The bilateral agreement eliminates visa fees, removing a financial barrier that has long deterred many from pursuing exchange and cultural study opportunities in the country.

Until now, gratis visas were largely reserved for children under ten, diplomats, UN officials, and selected SAARC nationals. Extending the scheme to Indian students highlights Germany’s commitment to fostering inclusivity and strengthening its educational partnership with India.

The policy specifically targets school and university students joining short-term academic courses, cultural exchanges, or research projects. While it does not apply to long-term degree seekers such as master’s or doctoral candidates, it is expected to boost participation in exchange initiatives and encourage greater academic collaboration.

Germany has become an increasingly popular destination for Indian students. Data from the German Academic Exchange Service (DAAD) reveals that around 49,500 Indian students were enrolled in German universities during the 2023–24 winter semester, a 15.1% rise from the previous year. Over the past five years, Indian enrolments have more than doubled, with 80% opting for master’s programmes, particularly in STEM disciplines.

Germany’s higher education system continues to draw international students with its world-class universities, research opportunities, and minimal tuition fees. Institutions such as Heidelberg University and TU Munich remain especially attractive. According to the Germany University Living European Student Landscape Report 2024, the country hosts 3.43 million students, including nearly 40,000 from India.

At the same time, students will face updated visa requirements. From September 2024, applicants must provide financial proof of €11,904 per year, reflecting rising living expenses. Furthermore, from February 2025, all student visa applications will move online via the Consular Services Portal, replacing traditional submission methods.

By removing visa fees for Indian students, Germany not only strengthens cultural and academic ties but also positions itself as one of the most accessible and welcoming study destinations in Europe.
