Australia Introduces New Rules for Onshore Student Visa Applications

Australia has announced significant changes to its onshore student visa application process, effective from 1 January 2025. Under the new rules, international students applying for a visa will no longer be required to submit Letters of Offer. Instead, a Confirmation of Enrolment (CoE) will be mandatory for all applications.

The Department of Home Affairs clarified that the change applies only to visa applications lodged on or after the effective date. Applications submitted before this date using a Letter of Offer will remain unaffected.

“Failure to provide a CoE at the time of application will render the application invalid, preventing visa decision-makers from assessing it. Furthermore, an associated Bridging Visa cannot be granted for invalid applications,” stated the department.

The policy aims to strengthen Australia’s international education sector by ensuring that applicants demonstrate a stronger commitment to studying in the country through the provision of a CoE.

Other evidence requirements for Defence or secondary exchange students and Foreign Affairs-sponsored students remain unchanged. However, the government emphasised that visa holders must maintain lawful status in Australia. Students unable to secure a CoE before their current visa expires will need to explore alternative visa options or leave the country.

In a related development, Australia has replaced the MD 107 directive with MD 111, introducing a two-tier visa processing system categorised as “high priority” and “standard priority.” While universities have welcomed the move to replace MD 107, concerns have been raised about MD 111, particularly regarding its potential impact on processing times for international students.

These changes reflect Australia’s commitment to enhancing the integrity of its student visa programme while addressing challenges in visa processing and international education.
