Canada to Issue 4.37 Lakh Study Permits in 2025, 10% Drop from Previous Year

Ottawa, Canada—Immigration, Refugees, and Citizenship Canada (IRCC) has announced that it will issue 4.37 lakh study permits in 2025, a 10% reduction from the 2024 cap of 4.84 lakh. This move is part of Canada’s strategy to manage the increasing pressures on housing, healthcare, and essential services caused by a rising influx of international students.

The decision follows a series of policy changes introduced in 2024, including a cap on study permit applications to regulate student migration and ensure sustainable growth. The revised policy led to a 40% drop in international student arrivals last year.

A significant adjustment in 2025 is expanding the provincial or territorial attestation letter (PAL/TAL) requirement. Most applicants, including master’s and doctoral students, must now submit this letter to obtain a study permit. However, exemptions remain for primary and secondary school students, certain government priority groups, and existing study permit holders renewing within the same institution and level of study.

According to IRCC, 1,20,724 permits will be issued to PAL/TAL-exempt students, while 3,16,267 will be allocated to those who require the document.

As Canada remains a top destination for international students, the government aims to balance maintaining its reputation for quality education with ensuring adequate resources for both students and citizens. With mounting concerns over housing shortages in major student hubs, these measures reflect Canada’s commitment to sustainable immigration and educational policies.
