In a landmark decision, the Philippine government has amended the Philippine Medical Act to allow foreign nationals to practise medicine in the country. This long-awaited reform is expected to significantly benefit international medical students, particularly the large Indian student community in the Philippines.
The amendment also includes the establishment of the Medical Education Council and the Professional Regulatory Board of Medicine to improve academic standards, promote ethical practices, and enhance the global competitiveness of the country’s medical education system.
According to the Ministry of External Affairs, over 9,665 Indian students were studying in the Philippines in 2024. Education consultants predict a 25–30% increase in Indian enrolments in Philippine medical colleges following the amendment.

“This transformative step will strengthen educational ties between India and the Philippines,” said Kadwin Pillai, Managing Director of Transworld Educare. “The Philippines already attracts thousands of aspirants annually with its English-based instruction, US-aligned curriculum, affordable tuition fees, and extensive clinical training.”

A Growing Destination for Indian Medical Students

The Philippines offers a six-year MBBS programme, which includes an internship year, making it an appealing choice for Indian students. Entry into medical school requires completing a three-semester BS course and passing the National Medical Admission Test (NMAT).

Filipino medical degrees are widely recognised by global organisations like the World Health Organization (WHO) and the Medical Council of India (MCI). Universities such as the University of the Philippines and the University of Santo Tomas are also gaining international recognition.

“This amendment not only opens opportunities for Indian students to practise medicine in the Philippines but also equips them with global healthcare experience, broadening their career prospects,” said Gaurav Tyagi, Founder of Career Xpert.

With this progressive move, the Philippines is poised to become a top choice for Indian students pursuing medical education abroad.
