UAE Tightens University Ranking Criteria for Emirati Students Studying Abroad

The United Arab Emirates has introduced new regulations that limit where Emirati students may study abroad, based on international university rankings. As per the latest directive from the UAE’s Ministry of Education, students pursuing overseas education must now select institutions that meet strict ranking benchmarks, aligning with the country’s strategic workforce goals.

The newly announced criteria require that:

  • For studies in the US or Australia, universities must rank in the top 100 globally and within the intended field of study.
  • In other English-speaking countries, universities must rank in the top 200 both overall and in the chosen discipline.
  • In non-English-speaking nations, universities must be within the top 300 for both overall and subject-specific rankings.

In many cases, universities must rank in the top 50 globally in the student’s chosen field.

These rules, effective from 2 June 2025, apply to all Emirati students — whether self-funded or scholarship-supported — with a one-year grace period provided to regularise ongoing enrolments. The move, according to the Education, Human Development and Community Development Council (EHCD), is aimed at improving Emirati students’ readiness for the UAE’s evolving job market.

“These criteria are derived from a clear vision to elevate the higher education experience abroad,” said the EHCD in a statement, adding that qualifications from non-compliant institutions may not be recognised for employment, promotions, or other academic benefits within the UAE’s federal sector.

A dedicated committee under the EHCD General Secretariat has been established to handle exemption requests on a case-by-case basis.

This policy update forms part of the UAE’s broader reforms to reshape outbound education. Earlier this year, the Ministry of Higher Education simplified the degree recognition process and streamlined licensing for foreign universities establishing campuses in Dubai.

The UAE’s renewed focus underscores its commitment to aligning international education with national development priorities and ensuring Emirati graduates are competitive on a global scale.
